This hashtag has been in use since at least early March 2022 when American Chemistry Council and its affiliated entities launched their PR attack after the UNEA-5 resolution on a global plastics treaty.

Advanced Recycling is a Fig Leaf. It is not a thing. There is no advanced recycling process and there are no plastics (even PET) that can truly be "recycled again and again". This fake solution is being used as a distraction from the real issue, which is that plastic use needs to be dramatically reduced.
